A161 has been defeated on a vote by orders. There was a substitute motion that was ruled to be out of order.
There is a rumor flying around the floor that people may try to reintroduce the original language of the Special Standing Commission’s report (considerable caution) rather than the work of the Special Committee during convention.
No one knows what this really means. People were voting against it that wanted it to pass in some form and people were voting for it while holding their nose. The object lesson out of all this is that we have no consensus and that the legislative process has not brought any real resolution of this issue.
